Rear Admiral Shemal Fernando, RSP, USP, psc, FCMI, SLN was a Sri Lankan admiral and athlete. He is the current Director General Logistics and Naval Secretary former Director Naval Administration.[1]

Educated at the prestiges Royal College Colombo. He joined the Sri Lanka Navy as an Officer Cadet in the Executive Branch in 1979. After successful completion of officer training at the Naval and Maritime Academy as a Midshipman he was commissioned as a Sub-Lieutenant.

Fernando is a graduate of the Naval War College, he a holds an MSc in Management from the General Sir John Kotelawala Defence University, a Diploma on Conflict Resolution from the University for Peace and is a Fellow of the Chartered Management Institute. Reaching the rank of Commodore as one of the youngest to hold that rank and was later promoted to the post of Director Naval Administration[2]. In 2011 he was promoted to the rank of Rear Admiral, taking up the post of Director General Logistics.

Commodore Fernando has been awarded the gallantry medal Rana Sura Padakkama for individual acts of bravery in combat, the service medals Uttama Seva Padakkama, Sri Lanka Armed Services Long Service Medal and the campaign medals Northern Humanitarian Operations Medal and Eastern Humanitarian Operations Medal.

He is a freelance journalist and has been a regular contributer to local news papers. A member of the executive council of the Athletic Association of Sri Lanka, he was the manager of the Sri Lankan Olympic Contingent.[3][4] Recently he was appointed Chairman of the National Shooting Sport Federation of Sri Lanka.
